There was broad agreement that governments and municipalities must lead by example and create the enabling environment for CE adoption. Key expectations included:

  • Integrating CE principles into national policies, building codes and regulations
  • Offering financial incentives and funding mechanisms to support CE projects
  • Investing in infrastructure, digital literacy and workforce training
  • Promoting public-private partnerships and regional collaboration
  • Running community awareness campaigns to build cultural acceptance

Participants also emphasized the importance of stable national agendas and policy continuity across political cycles.
